Elementary/Middle School Tournament Rules
- Initial possession decided by a coin toss.
- 15 minute halves with a 3 minute half-time may be subject to change, it is dependent on number of team entries and field availability. Clock will only stop the last minute of the 2nd half when there is an incompletion, player is out of bounds, penalty, or a TO. No game will exceed one hour in length.
- Offense always moves in the same direction.
- No blocking. Offensive center (snapper) is not an eligible receiver.
- NO RUSHING.
- Offensive team gets 3 downs to get a first down. There are 2 first downs marked by cones on each field.
- NO PASSER MAY RUN ACROSS THE LINE OF SCRIMMAGE WITH THE BALL.
- NO Jam, press coverage.
- The QB is allowed 4.0 seconds to throw the ball. Referee’s discretion. A muffed snap is not a fumble/dead ball, the 4 second count remains in effect on snaps. (If exceeding 4 seconds to throw, the play is blown dead, the ball will go back to original LOS with loss of down.)
- Receiver/Ball carrier is legally down when touched below the neck with one or both hands, or if his knee is down. FUMBLES are dead balls at the spot with the last team retaining possession.
- Offensive coaches - in charge of getting plays off in a timely fashion and setting the pace. If team exceeds 35 seconds, loss of down and game clock stops…will restart when ball is snapped. Flexibility should be expected at the Elementary level games.
- Illegal contact – the responsibility to avoid contact is with the defense. There will be NO chucking, or deliberate bumping or grabbing. Excessive force by shoving, pushing, or striking a blow will result in player being expelled.
- Fighting: the player(s) involved will be ejected from the game and tournament. No taunting or "trash talking."
- Interceptions may be returned for a possible TD, but there’s no blocking on the play by the defense.
- Offensive team is responsible for retrieving and returning the ball to the previous spot.
- One coach is allowed on the field for the team's offensive possession. The coach must remain behind all offensive players at all times.

- Injuries - All games will halt until injured player(s) can be safely removed from the field.
- Tie Breaker – After coin flip to determine first possession, teams will alternate 3 down series from the 15 yard line. A winner is determined when one team scores during its possession and the other does not. Teams are required to go for 2 point conversion attempts if additional overtime periods are required.
MOUTH GUARDS: Mouth guards are recommended.
Scoring:
-Touchdown 6 points
-Extra Point (4 yd line) 1 point
-2 pt Conversion (10 yd line) 2 points
-Defensive Interception 4 points
-Defensive Stop 3 points
Penalties:
-False Starts/Offsides 5 yards (loss of down if at starting point)
-Defensive Holding 5 yards
-Pass Interference 10 yards
-Personal Fouls 10 yards (Officials have discretion for ejection)
